“We cannot have an energy transition without nuclear energy,”<\/em> said Prof. R. Srikanth, Dean, School of Natural Sciences & Engineering, National Institute of Advanced Studies (NIAS), during the Policy Dialogue on Small Modular Reactors (SMRs) for Defence Manufacturing and Data Centre Operations.<\/p>\n\n\n\n

India\u2019s defence production and data centre ambitions are increasingly converging on a common challenge: access to reliable power. As demand for clean, uninterrupted, and dependable electricity grows across these strategic sectors, the Policy Dialogue was jointly organised by Chintan Research Foundation (CRF) and Finovista, in association with Manthan\u2014an initiative led by the Office of the Principal Scientific Adviser to the Government of India\u2014on 2 June 2026 at India Habitat Centre, New Delhi.<\/p>\n\n\n\n

In his welcome address, Shri Shishir Priyadarshi, President of CRF, highlighted India\u2019s growing energy requirements and noted that nuclear energy would play a critical role in meeting rising industrial and strategic demand. He emphasised the need to address issues related to cost, fuel security, regulation, deployment, waste management, and safety to enable the scalable adoption of SMRs.<\/p>\n\n\n\n

Shri Vimal Kumar, Co-Founder of Finovista, highlighted the potential of SMRs to provide reliable and precision-oriented power for defence manufacturing. He noted that their deployment in emerging defence corridors could prove transformative for mission-critical operations.<\/p>\n\n\n\n

In his special address, Shri Prasenjit Pal, Former CEO of NTPC Parmanu Urja Nigam Ltd., underscored that India\u2019s vision of achieving 100 GW of nuclear power capacity should now be viewed as a strategic necessity rather than merely an aspiration. He highlighted nuclear energy\u2019s lower carbon footprint and its long-term importance for energy security.<\/p>\n\n\n\n

Delivering the keynote address, Shri Rajnish Kumar, Chief Operating Officer (COO), National e-Governance Division (NeGD), Ministry of Electronics and Information Technology (MeitY), emphasised that reliability, resilience, and sovereignty are emerging requirements for e-governance systems. He highlighted the potential of SMRs to provide dependable power for critical infrastructure and stressed that reliable and diversified energy sources are essential for ensuring secure and uninterrupted digital governance.<\/p>\n\n\n\n

The moderated panel discussion, chaired by Dr. Debajit Palit, Centre Head, Centre for Climate Change and Energy Transition, CRF, brought together experts from the fields of nuclear energy, defence manufacturing, digital infrastructure, finance, and public policy. Discussions focused on the role of SMRs in supporting India\u2019s low-carbon transition, strategic energy resilience, and mission-critical infrastructure requirements.<\/p>\n\n\n\n

The panel deliberated on several key themes, including the role of nuclear energy in India\u2019s low-carbon transition. Participants highlighted the complementary roles of nuclear and renewable energy in addressing rising power demand and the challenges posed by intermittency. Discussions also focused on the contribution of nuclear energy to India\u2019s future energy mix, particularly in the context of Viksit Bharat 2047 and the anticipated increase in non-fossil-fuel-based power generation.<\/p>\n\n\n\n

The dialogue further explored the role of SMRs in supporting specialised and mission-critical applications, including defence manufacturing, data centres, and emerging infrastructure environments requiring reliable and adaptable power systems. Panelists emphasised that the challenge extends beyond the quantity of power supplied to include the quality of power, particularly reliability, resilience, and continuity for strategic infrastructure. The discussion underscored that mission assurance and energy resilience are essential requirements for sectors such as defence manufacturing and data centres.<\/p>\n\n\n\n

The panelists\u2014Prof. R. Srikanth, Dean, School of Natural Sciences & Engineering, NIAS; Shri Gautam Ghosh, Chief Engineer, Financial & Commercial Appraisal Division, Central Electricity Authority (CEA); Ms. Dipakshi Mehandru, Director, Government Affairs, Intel Corporation; Air Commodore Satinder Rehal (Retd.), Founder and Director, PentAD Aerospace Solutions; and Shri Arindam Ghosh, Partner, Nangia & Co LLP\u2014also examined the commercial and deployment challenges associated with SMRs. These included high tariffs, financing requirements, public awareness, and pathways for reducing costs to facilitate wider adoption. At the same time, the need for continued policy attention, regulatory preparedness, and stakeholder engagement was emphasised to support the responsible scaling of SMRs in India.<\/p>\n\n\n\n

The insights and recommendations emerging from the Policy Dialogue will be synthesised into an issue brief by Chintan Research Foundation. The brief will be shared with policymakers, industry stakeholders, and the wider policy community to support evidence-based discussions on the future of SMRs and strategic infrastructure in India.<\/p>\n\n\n\n
