The United Nations\u2019 theme, \u201c<em>Safe toilets. Equal futures<\/em>\u201d, goes beyond toilet access to highlight the links between sanitation, gender equality, menstrual health, safety and dignity. For women living in the rural Himalayas, that connection is particularly urgent as climate change increasingly disrupts the water and infrastructure on which these basic needs depend.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A toilet without water is of limited use. A water source that fails during a dry spell or becomes inaccessible after a landslide can make menstrual hygiene difficult. A sanitation facility without privacy or safe disposal can turn a routine biological process into a source of anxiety, stigma and exclusion. These are not separate problems. Together, they shape whether women and girls can manage menstruation safely and participate fully in everyday life.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is the reality behind period poverty. It is commonly understood as the inability to afford menstrual products, but the problem is broader: access to water, sanitation, privacy, information, appropriate products and safe disposal all matter. Scientific literature has argued for understanding period poverty through a climate-justice lens, noting that climate change can intensify inequalities surrounding menstrual health.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Himalayan context makes that connection visible. Springs and other local water sources face increasing pressure, while extreme rainfall, landslides, and other hazards can disrupt roads and essential infrastructure. For women who already carry much of the responsibility for collecting water, household hygiene, and care work, disruptions to water or sanitation can add another layer of unpaid labour and risk.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The question for climate adaptation, therefore, is not simply whether a village has a toilet or a water connection. It is whether these systems continue to serve women when conditions become difficult.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Can a woman access water for menstrual hygiene when a spring runs dry? Does a toilet provide privacy and a safe way to manage menstrual waste? Can girls continue attending school when sanitation facilities are inadequate? Can essential menstrual-health supplies reach remote communities when roads are blocked? And are women involved in deciding how these services should be designed and maintained?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These questions point towards a broader approach to climate-resilient WASH, one that treats menstrual health as part of essential infrastructure rather than as an issue to be addressed separately. This is where TERI\u2019s Himalayan Centre at Mukteshwar can provide a useful platform. The Centre has worked on sustainable development and community engagement in the Himalayan region, while its own infrastructure incorporates solar energy and rainwater harvesting. TERI\u2019s work around Mukteshwar has also examined local water availability and quality, including household dependence on stored rainwater for domestic needs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Building on this experience, Mukteshwar could become a demonstration and learning platform for gender-responsive, climate-resilient WASH in mountain communities. The focus could be practical: community-led assessments of women&#8217;s water and sanitation needs; menstrual-health education through schools and local institutions; sanitation facilities designed for privacy and safe disposal; water systems that remain functional through periods of climatic stress; and local contingency plans for maintaining essential services after floods, landslides or prolonged dry periods.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The policy lesson is equally practical. Rural WASH and climate-adaptation programmes in mountain regions should assess menstrual-health needs alongside water availability and sanitation infrastructure. New facilities should be planned not only around construction targets but also around reliable water, privacy, maintenance and safe menstrual-waste management. Women should have a meaningful role in planning and governing these systems because they are often the people most affected when they fail.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">World Toilet Day offers an important opportunity to make this connection visible. Safe sanitation is not only about disease prevention; it is about whether women can live, learn, work and participate with dignity. Climate resilience, similarly, is not simply the ability of infrastructure to withstand an extreme event. It is the ability of essential services to continue meeting people&#8217;s needs when that event occurs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the rural Himalayas, period poverty therefore belongs in the conversation on WASH, gender equality and climate adaptation. A climate-resilient mountain community should not require women to compromise privacy, dignity or health when water becomes scarce or infrastructure is disrupted.
