With the ongoing collection of enumeration forms (EFs) as part of Special Intensive Revision (SIR) nearing its completion by July 25, 2025 in Bihar, the Election Commission of India Saturday issued a statement saying it has established contacts with nearly 80% of electors in the state.
As many as 14 days to go before the SIR finishes its state-wide collection of EFs, the ECI said that it is way ahead of stipulated time with just 20% of electors are yet to submit their enumeration forms.
Additional 20,000 booth-level officers have been appointed in Bihar to wrap up the collection of enumeration forms, the ECI panel said in the statement.
The statement also added that with an addition of 20,603 newly appointed Booth-level officers (BLOs) to 77,895 BLOs on ground, the poll panel is on foot to complete the collection of enumeration forms well before stipulated time of 25th July 2025.
1.5 lakh booth-level agents (BLAs) appointed by all political parties are visiting door to door to ensure “inclusion of each and every existing elector whose names are in the electoral roll in Bihar as of June 24, 2025”, the statement further added.
Special efforts are also being made to assist senior citizens, PwD electors, and other valuable groups by over four lakh volunteers.
Supreme Court Intervention in Special Intensive Revision (SIR) Exercise
Earlier, the opposition has filed a petition at the Supreme Court to bring a stay on the ECI-mandated Special Intensive Revision exercise in poll-bound Bihar electoral roll revision which didn’t consider AADHAR as an admissible document to prove identity for inclusion in the electoral roll. The Supreme Court bench of Justices Sudhanshu Dhulia and Joymalya Bagchi however did not stay the SIR process but asked the ECI to consider allowing Aadhaar, ration cards, and electoral photo identity cards as admissible documents to prove voter identity.
The Supreme Court on July 10, 2025 allowed the Election Commission to conduct Special Intensive Revision (SIR) of electoral rolls in poll-bound Bihar.
“We are of the prima facie opinion that in the interest of justice, the Election Commission will also include documents like Aadhaar, Ration Card, Voter ID card, etc. It is for the ECI to decide whether it wants to accept the documents or not, and if it does not, then provide reasons for its decision, which shall be sufficient to satisfy the petitioners. Meanwhile, petitioners are not pressing for an interim stay,” the bench stated in its order.
